Governance & Management Structure

STIMU's governance structure is designed for effective decision-making, with shared responsibilities among the Board of Directors, Academic Board, and Executive Management Group.

Board of Directors

The highest governing structure of STIMU. The Board provides strategic leadership, oversees academic and corporate governance, and has the final decision on matters that impact the University.

The Board is composed of five qualified members from telecommunications, ICT, real estate, healthcare, and academia. The BOD acts as one body — no individual member is delegated single authority. It conducts annual strategic planning sessions and regular monthly meetings with the Academic Board and Executive Management Group.

Josephine Khin Aye Win

Managing Director — Chair, Committee on Strategic Partnerships & Quality Assurance

IT and Telecom veteran with over 10 years of leadership experience. Computer engineer by training with academic credentials from UCS(Yangon), Nanyang Technological University (Singapore), and Massachusetts Institute of Technology (USA).

Led nationwide telecom infrastructure projects including the country's largest coverage network. Serves as auditor and executive committee member of Myanmar Computer Federation and served as treasurer of Myanmar Computer Professionals Association for 10 years.

Dr. Myo Myo Naing

Executive Director — Chair, Committee on Administration & Operations

Former Associate Professor at University of Computer Studies (Yangon) with extensive academic experience. Supervised postgraduate research in computer engineering and IT. Published numerous international papers and presented at conferences worldwide.

Executive committee member of MCPA and Chair of its International Committee. Has worked closely with STIMU's committees and board for over 10 years in developing the university's vision.

Patricia Khin San Win

Executive Director — Chair, Committee on Finance & Planning

Successful entrepreneur in IT and Telecom. Co-founder of Myanmar ICT Development Public Company Ltd. Founded one of Myanmar's leading IT companies in the mid 1990s when the country opened its trade policy.

Served as executive committee member of Myanmar Computer Federation and Myanmar Computer Industry Association for 18 years.

Dr. Cho Mar Lwin

Executive Director — Chair, Committee on Monitoring & Audit

Associate Professor, Department of Rheumatology, University of Medicine (1) Yangon. Holds M.B.,B.S, M.Med.Sc (Internal Medicine), Dr.Med.Sc (General Medicine), MRCP(UK) and FRCP(Edin).

Academic Secretary of Myanmar Rheumatology Society and member of APLAR. International experience as Rheumatology Fellow in Singapore and the UK.

Dr. Kyaw Thura

Director — Chair, Committee on Research & Education

Senior Specialist Registrar at Royal Perth Hospital, Western Australia. Holds FRACP(Australia), MRCP(UK), MRCP(Glasgow), F.MedSc(Internal Medicine, NUS), and Diploma in Dermatology(Australia).

Wide clinical experience in internal medicine, endocrinology, nephrology, and haematology. Co-investigator in clinical audits and quality assurance projects at Royal Perth Hospital.

BOD Advisory Committees

The Board is structured into five committees, each with its own oversight functions and headed by a BOD member.

Research & Education

Oversight of teaching, learning, and academic affairs at national and international standards.

Administration & Operations

Review and development of administration, employment, personnel, logistics, and finance matters.

Finance & Planning

Planning, budgeting, resource allocation, annual financial statements, and financial procedures.

External Affairs & Partnerships

Fostering national and international relationships to enhance the University's ability and performance.

Monitoring, Audit & QA

Adherence to policy and standards, risk management, internal control, and performance tracking.

Academic Board

The Academic Board is the governing body responsible for all educational services and academic affairs. It operates under the delegated authority of the Committee on Research and Education.

Composed of Faculty Chairs, Department Heads, Dean, SQA Chair, senior teaching staff, Student Council, and Alumni representatives — the Board brings together a wide range of experience and professional expertise.

Key Responsibilities

  • Guides management of teaching, quality assurance, research, and administrative activities
  • Oversees examinations, grading, and award of marks
  • Monitors promotion and conduct of student projects and research
  • Maintains academic planning, standards, and profile nationally and internationally
  • Meets weekly to discuss academic performance, strategies, and progression

Key Responsibilities

  • Prepares and recommends the University's strategic plan, annual budget, and resource allocation
  • Reviews and monitors implementation of approved plans and budgets
  • Oversees strategic direction and delivery of the University's vision
  • Ensures financial sustainability and legal obligations are met
  • Approves personnel hiring, awarding, and promotion

Executive Management Group

The Executive Management Group serves as the executive governing body, responsible for the management and finance of the University. It reports to the BOD on overall management while the Academic Board handles academic decision-making.

The EMG ensures effective leadership, management, coordination, and implementation of all major academic and operational activities.

Standards & Quality Assurance (SQA)

The SQA Department ensures that established quality standards and procedures are followed throughout the University, fostering a 'quality culture' where quality is everyone's responsibility.

Monitoring Team

Compiles documents, conducts class observations, interviews students and staff, and submits monitoring reports each semester.

Review & Planning Team

Evaluates SQA standards, assists faculties in planning improvements, and develops measurement tools for performance evaluation.

Documentation & PR Team

Publishes SQA procedures, maintains a database of monitoring reports, and follows up on compliance concerns.

The SQA uses a triangulation approach: compilation of documents from all faculties, class observations once or twice per semester, and interviews with students, teaching staff, and administration. Standards conform to those expected by collaborative partners (University of Bedfordshire confirmed alignment in 2015).

Institutional Review Board (IRB)

The IRB oversees research projects to ensure they align with good conduct of research, reviewing proposals from ethical boundaries and guiding researchers to conduct scientific investigations with integrity.
